Mr. Harry W. Skene

As an attorney with twenty-five years of experience in the practice of law, I have grown through experiencing  diverse issues over the years, which helps me to provide effective counsel to my clients.    In addition to my general business practice I have begun to focus my attention on water law issues.  I have honed my skill set to be an excellent listener, thinker and troubleshooter and these abilities help me to take a more active role in my client’s business so that I become more than just a legal asset.  A detailed outline of my experience is provided in my CV which can be found on my website below.

Lately there have been two major water leaks in the news (North Carolina and West Virginia) both of which resulted in contamination of drinking water and thus elevated the public’s knowledge and concern about the shared use of water.  There is only so much drinkable water on this planet.  As our population and use of water, both for consumption and industry, grow we will need better mechanisms in place to safeguard this precious natural resource.  Workable safeguards can be accomplished by concerned citizens involved in non-profit corporations and from other forward thinking business models such as Co-op Water Companies.  I enjoy water law and look forward to concentrating more of my time in this area.

Marleen A. Troy, Ph.D., P.E.

Dr. Troy is an Environmental Engineer with specialized experience in environmental management and biological treatment techniques for remediation.  She has over eight years hazardous waste remediation consulting and contracting experience and over sixteen years environmental engineering teaching experience. Her diverse background includes skills in
environmental science and engineering, environmental health, regulatory compliance and policy, pollution prevention and energy efficiency, sustainability, project management, teaching, writing and marketing.  She received her Ph.D. from Drexel University.  She is currently an Associate
Professor of Environmental Engineering and Director of the Sustainability Management Certificate Program at Wilkes University.

Mrs. Susan Gallagher

Susan Gallagher is Chief Naturalist at Carbon County Environmental Education Center. She was hired at CCEEC in 1989, shortly after receiving her BS in Environmental Studies from East Stroudsburg University. She is a licensed wildlife rehabilitator, a member of WNEP-TV’s “Pennsylvania Outdoor Life” field staff, and an avid runner.  Along with husband Jack, and dogs Rocco and Keiser, Sue lives in Weatherly.

Mr. Brian Oram

Mr. Oram has over 25+ years experience in water quality analysis, soil science, geology, watershed management, well construction, groundwater and data interpretation and is a licensed Professional Geologist. Mr. Oram has a Master of Science in Environmental Pollution Control for The Pennsylvania State University and a BS degree from Wilkes University.  Mr. Oram is the owner of B.F. Environmental Consultants Inc.  Expertise in inorganic and microbiological analysis and quality control and quality assurance programs, hydrogeology, product development, and citizen outreach programs.
